Phase 1: Recruitment Process — March 1 to May 30, 2026

🔴 Phase 1 — Recruitment of Teachers and School Leaders

📅 1 March 2026 – 30 May 2026
  • Official announcement of vacant teaching and school leadership positions
  • Application submission and candidate shortlisting
  • Written examinations conducted for shortlisted candidates
  • Interviews for candidates who pass written exams

👉 This is the phase that directly concerns job-seeking teachers. If you are looking for a teaching or school leadership position in Rwanda's public education system, Phase 1 is when you must apply. Watch the REB website (www.reb.gov.rw) and official announcements carefully from March 1, 2026.

Phase 1 is the most consequential phase for prospective candidates. REB will announce available positions — specifying the subject areas, levels (primary or secondary), and districts where vacancies exist — and qualified applicants will have the window between March 1 and May 30 to apply, sit written exams, and complete interviews.

Missing this window means waiting until the next recruitment cycle. Teachers who are currently out of employment or who are seeking to move into the public education sector should mark March 1, 2026 in their calendars and prepare their application documents — certified certificates, transcripts, and ID — well in advance.

Phase 2: Staff Transfers — June 15 to July 15, 2026

🟢 Phase 2 — Teachers' Transfers

📅 15 June 2026 – 15 July 2026
  • Processing of transfer requests from existing teachers who wish to move schools or districts
  • Review and approval of transfer requests by the relevant authorities
  • Issuance of official transfer letters to approved candidates
  • Coordination with district education offices to manage the movement of staff

👉 This phase is for currently employed teachers who are requesting a transfer to a different school or district. Transfer requests must be submitted through the correct channels before or during this phase — late requests may not be processed until the following cycle.

The transfer phase is important for managing the equitable distribution of teachers across Rwanda's schools and districts. Some schools — particularly in urban areas — can be overstaffed while rural and remote schools struggle with teacher shortages. The structured transfer process allows REB and district authorities to identify and correct these imbalances while also accommodating legitimate personal requests from teachers who need to move for family, health, or other valid reasons.

Phase 3: Placement — July 15 to 30, 2026

🔵 Phase 3 — Placement of New Teachers and Administrative Staff

📅 15 July 2026 – 30 July 2026
  • Distribution of teaching posts by district, aligned with each district's specific staffing needs
  • Matching of newly recruited teachers and administrative staff to available positions
  • Registration of all newly placed staff in the Teacher Management Information System (TMIS)

👉 This is when newly recruited teachers learn which district and school they have been assigned to. TMIS registration is mandatory — it is the official record that establishes a teacher's employment in the public system and underpins payroll processing.

The placement phase involves both REB at the national level and district education offices at the local level. REB determines how many posts each district receives based on enrolment data, subject gaps, and staffing ratios. Districts then coordinate the specific school-level placements within their jurisdiction. Teachers should be available and responsive during this phase, as they may be contacted by their assigned district with information about their placement.

ℹ️ What Is TMIS?The Teacher Management Information System (TMIS) is Rwanda's centralised digital platform for managing teacher employment records. It records each teacher's qualifications, assignment, school, subject, salary grade, and professional development history. Registration in TMIS is the formal step that confirms a teacher's employment in the public education system. Without TMIS registration, a teacher cannot be processed for salary payment.

Phase 4: Appointment — August 1 to 10, 2026

🟣 Phase 4 — Provision of Appointment Letters

📅 1 August 2026 – 10 August 2026
  • Issuance of official appointment letters to all newly recruited teachers and administrative staff
  • Formal deployment of staff to their assigned schools
  • TMIS registration completed and confirmed for all new staff

👉 The appointment letter is the official document that confirms employment. Upon receiving this letter, a teacher is formally a member of Rwanda's public education workforce. Keep this document safely — it will be required for payroll processing and future administrative purposes.

The appointment phase is brief — just ten days — but it is the formal culmination of the entire recruitment process. Teachers who receive appointment letters should report any errors in their details (name spelling, qualification level, subject assignment, or school placement) to their district education office immediately, as corrections are much easier to make before a teacher has formally commenced duties than afterwards.

Phase 5: Induction and Commencement of Duties — August 15 to 30, 2026

🟠 Phase 5 — Induction and Commencement of Duties

📅 15 August 2026 – 30 August 2026
  • Induction sessions on professional ethics for teachers and school leaders
  • Training on the 5 standards of effective school leadership (for school leaders)
  • Mentorship and coaching support as part of Continuous Professional Development (CPD)

👉 Induction is mandatory, not optional. All newly recruited teachers and school leaders are expected to complete this phase before commencing classroom duties. Missing induction can affect your performance evaluation and professional standing from the very start of your appointment.

The induction phase reflects Rwanda's recognition that being hired is not the same as being ready to perform effectively. New teachers — particularly those entering the profession for the first time — need structured orientation to the expectations, systems, and standards of Rwanda's education environment before they stand in front of a class.

For school leaders specifically, training on the 5 standards of effective school leadership is particularly important given the recent REB recruitment data showing that higher qualification requirements are increasingly being applied to head teacher positions. Understanding these standards from day one of a leadership appointment is essential for avoiding the performance issues that lead to early disciplinary action.

The mentorship and CPD component means that new staff are not simply left to figure things out on their own after induction. Experienced teachers and school leaders are assigned as mentors, and the Continuous Professional Development framework provides structured opportunities for skills development throughout the year.

Phase 6: Ongoing Process — From September 1, 2026

🟦 Phase 6 — Replacement Due to Turnover

📅 From 1 September 2026 (Ongoing)
  • Replacement of staff who leave the system due to resignation, retirement, dismissal, or other causes
  • Ongoing staffing management and adjustments as needs arise throughout the school year
  • Mentorship and coaching support continues for all staff under CPD framework

👉 Recruitment does not stop in September. REB's roadmap makes clear that staffing is treated as a continuous process. Schools that experience unexpected vacancies during the school year have a defined pathway for requesting and receiving replacement staff.

Phase 6 is a recognition of a practical reality: no matter how well planned the initial recruitment cycle is, vacancies will arise during the school year. Teachers resign, retire, are transferred for personal reasons, or in some cases leave the profession entirely. Schools cannot be left understaffed when this happens mid-term.

The ongoing process phase ensures that REB and district education offices have a standing mechanism for responding to these vacancies — rather than treating mid-year teacher shortages as exceptional situations requiring ad hoc responses.

Why This Roadmap Matters for Teachers and Schools

✅ Key Benefits of the Structured Roadmap
  • Transparency:Teachers and candidates know exactly when each stage of the process happens — no surprises or unexplained delays
  • Fairness:A structured process with written exams and interviews reduces the scope for favouritism or informal selection
  • Equitable distribution:The placement phase ensures teachers go where they are needed, not just where they prefer
  • Quality assurance:The induction and CPD phases ensure new staff are prepared and supported, not simply thrown into classrooms
  • System continuity:Phase 6 ensures schools are never left permanently understaffed when vacancies arise

What Teachers Should Do Right Now

Phase 1 — the recruitment window — runs from March 1 to May 30, 2026. That means applications may already be open or will open very soon. If you are a qualified teacher or school administrator seeking a position in Rwanda's public education system, here is what to do immediately.

First, visit the REB website at www.reb.gov.rw to check whether vacancy announcements have been published.
